This reports on the achievements of the Victorian Government’s five-year Women’s Safety Strategy which was released in October 2002 as a blueprint for addressing violence against women. Focus has been on 4 key areas: protection and justice; options for women; violence prevention and education; and community action and coordination. The Strategy has increased coordination across Government in: joint policy development; information- and expertise-sharing; joint initiatives; and joint monitoring of performance. Three Steering Committees have driven the Strategy’s implementation. The Statewide Steering Committee to Reduce Family Violence provided advice on an integrated multi-agency response. It has conducted an audit of professional education and training in the family violence sector and identified gaps. A report, Mapping and evaluation of family violence education and training for key occupational groups:, has been developed. The Committee has also reviewed programmes and policies including: the Police Code of Practice; the 2 pilot Family Violence Courts; the review of the Crimes (Family Violence) Act 1987; and the implementation of the Home Detention Program. Strategy on Indigenous Family Violence also provides a framework for an Indigenous community-led approach to preventing and reducing family violence. A new reform to family violence will provide for: immediate access to emergency support through an expanded 24-hour crisis response; a wider range of accommodation and support options for women and children escaping violence; a strengthened justice response through family violence specialist services at 3 Magistrates’ Courts; stronger case management and support services; expanded men’s behaviour change programmes; and a universal assessment tool to ensure a more consistent approach. Achievements of the Statewide Steering Committee to Reduce Sexual Assault and of the Statewide Steering Committee to Reduce Violence Against Women in the Workplace are also presented.
