Outlines the key features of the Federal Government’s proposed family law and child contact reform package and invites comments and submissions in relation to these proposals. The reforms include the establishment of 65 new Family Relationship Centres to provide support and referral services to parents entering into parenting agreements after separation, to run regular group information sessions and to offer individual and joint sessions with experienced parenting advisers. Screening processes that will be undertaken by the Centres to identify potential cases of domestic violence are explained and other functions, such as pre-marriage education and dispute resolution after agreements break down, that Centres may perform are described. Specific changes to the Family Law Act 1975 needed to implement the proposed reforms and the principles guiding these changes are then outlined, as are strategies for reducing the complexity and adversarial nature of Family Court proceedings. The discussion paper concludes by emphasising the need for community education programmes to complement the proposed legal and policy reforms.
