A meta-evaluation of the first phase of the Australian Government's 'Partnerships Against Domestic Violence' (PADV) initiative was conducted in 2003. "Information and Infrastructure" is one in a series of 6 reports on the outcomes and findings of this meta-evaluation. The report provides a background to the incidence, prevalence and costs of domestic violence and reviews the various theoretical approaches to explaining it, before outlining the state of knowledge, with respect to the organisation and coordination of domestic violence services, prior to the initiation of the PADV strategy. The range of projects funded under PADV aimed at improving education, training and organisational development are described and key themes emerging from their evaluation are identified.
