Notes:	This report is the culmination of the Community Care Review process undertaken in Victoria in 1999 to establish a new framework for public policy in the Department of Human Services. It follows on from the government's discussion paper, New Partnerships in Community Care, and the report of Professor Jan Carter, both of which drew on extensive community consultation for their ideas. This document reflects further community sector responses and bases its design on commitment to citizens’ needs, partnership, prevention and early intervention.
