Notes:  Overview: This is a paper presented to the British Parliament by the Secretary of State for the Home Office. The paper represents the British Government’s proposals to address domestic violence. The paper and proposals were prepared in response to the findings of a computerised self-completion component on domestic violence, included for the first time in the 1996 British Crime Survey.

The introduction sets out the need for a range of indicators to measure the performance of the strategies and calls for views on this and other issues. It describes measures already implemented and outlines the proposed delivery of the strategies, including changes to service delivery by agencies, key partnerships and possible statutory and criminal justice reform.

* changing community attitudes, including those of young people, through education and citizenship programs delivered in schools and prisons, and public education programs
* addressing the risk factors for domestic violence, including programs aimed at substance abuse, antenatal screening and information initiatives
* early intervention for victims of domestic violence, including the contribution of health professionals and measures to safeguard children at risk
* dissemination of information and advice on accessing services and legal protection, including the use of the internet, workplaces, and trades union
* use of offender programs run through the probation and prison services, and the introduction of ‘pathway’ programs based on US models.

Part 3 discusses proposals to ensure protection of, and justice for, victims including:

* an effective police response, including changes to the Police and Criminal Evidence Act 1984:* improved prosecution and sentencing outcomes, ensuring that treatment of victims is not a deterrent to reporting, and changes to Crown Prosecution Service (CPS) practices
* maximising protection through the civil and criminal law, including improvements in homicide law and introduction of specialist courts, changes to the Family Law Act 1996:Part 4 presents proposals to improve support for victims, including:

* improved and increased availability of, and access to, crisis and longer term accommodation
* helping victims to rebuild their lives, including changes to the Homelessness Act 2002:, including literacy and numeracy programs and housing
Annex A lists the issues on which the Government would welcome views. Annex B provides a partial regulatory impact assessment of the proposals.
