General Overview: This paper reports on the steps taken by European countries to implement Recommendation Rec (2002)5 on the protection of women against violence, adopted by the Committee of Ministers of the Council of Europe in April 2002.

Conclusions: The authors found significant progress has been made in penalising violence against women in legislation and provisions for prosecution, although there is a lack on consistency in the concepts and framing of the laws. They advocate assessing the impact of provisions for "aggravating circumstances" when calling for higher penalty rates. They conclude that services based on the empowerment of victimised women and provision of optimal support and assistance are critical. The authors call for multi-agency cooperation at the local level, point to a need for gender budgeting specifically to address violence against women, and call for gathering comparable national and local statistics. Finally, they recommend giving consideration to developing a European code of victim's rights with an explicit gender perspective.
