Notes:  General Overview: The “Little Children are Sacred” report found widespread abuse and neglect of Indigenous children in the Northern Territory of Australia. This paper outlines children’s programs that the Child and Family Welfare Association of Australia (CAFWAA) suggests would be a suitable response to these findings.

CAFWAA suggests that pre-natal services, postnatal services, facilitated playgroups, child care and early learning centres, family support services and leadership programs are all important strategies for child protection. Some services should be provided by way of outreach services and home visiting. Ideally, many of these services would be provided within one integrated facility. These services should be delivered through properly funded indigenous agencies, in partnership with mainstream agencies.

CAFWAA also suggests that healing centres should provide counselling to victims of abuse, protective behaviours education for children and early interventions for children exhibiting offending behaviour. Programs are needed for male perpetrators, women, children who have witnessed domestic violence and children of alcohol abusers.
