Discussion: The negotiating kit outlines successes to date in nations tackling violence against women. These include the development of national action plans and regional international mechanisms to prevent violence, the introduction of legislation criminalising domestic violence, trafficking in women and covering rape and harassment.
The paper outlines gaps where work is still required. This includes fully implementing national commitments, making criminal justice systems more gender friendly, the ineffective implementation of laws restricting the trafficking of women and children.
Emerging issues are discussed, including forced sterilisation and abortion, female infanticide, prenatal sex selection and honour killings, which are strengthened through militarised conflict. The document suggests that privatised employment and globalised markets require examination as possible sources of violence against migrant workers. HIV and AIDS is spreading rapidly in Asia amongst girls and women, particularly as a result of tourism development, patriarchal culture, trafficking for prostitution and other forms of sexual exploitation. The recent tsunami has also made thousands of women and girls homeless and vulnerable to sexual assault and trafficking.
