Notes:  This is the second progress update on the implementation of the Western Australian Government’s response to the Gordon Inquiry into Response by Government Agencies to Complaints of Family Violence and Child Abuse in Aboriginal Communities:in December 2003. It provides information on partnerships between the Government and the Aboriginal community, the new way of working within Government, actions to date, systemic change and continuing implementation.

For new ways of working together, there are 4 key planks with associated progress made:

* skill up and support regional and local managers to plan, manage and deliver local integrated services;
For strengthening responses to child abuse and family violence, actions include: the: expansion of the child protection unit; expansion of sexual assault resource centres; video evidentiary unit; remote policing services and multifunctional facilities; interjurisdictional police facilities; appropriate locations of children protection workers; and expansion of the strong families programme. For strengthening response to vulnerable children and adults at risk, Government actions include: new Aboriginal support workers; safe people, safe places programme; and culturally appropriate counselling services. For strengthening community safety, actions include: community partnerships fund; and funding of proposals out of the established community futures foundation.

Information on continuing implementation is provided, including location-based responses in Ngaanyatajarra and Balgo. New areas of funding include housing for regional and remote workers and the Rio Tinto child health partnership. Monitoring and evaluation framework consists of 3 levels of monitoring and evaluation: the agency level for specific initiatives; the interagency level for a specific ‘place’ or region; and the whole-of-government level including the overall effectiveness of the Response. The COAG Indicators on Indigenous disadvantage and other sources also provide key monitoring indicators, which form the basis of accountability reporting and bi-annual progress reporting.
