Notes:  This document is prepared by WHO to provide national governments, international agencies, and NGOs with conceptual, policy and practical advice on how to implement the 6 country-level activities for the recommendations from the 2002 World Report on Violence and Health:in relation to interpersonal violence. The 6 country-level activities are to: (1) increase the capacity for collecting data on violence; (2) research violence – its causes, consequences and prevention; (3) promote primary prevention of violence; (4) promote gender and social equality and equity to prevent violence; (5) strengthen care and support services for victims; and (6) develop a national action plan. Each of these is further divided into: conceptual aspects (general principles); policy issues (policy development within the health sector and in other sectors); and action steps (how to implement each of the recommendations, checklists and templates for evaluating country-level work against guideline recommendations). The document gives a definition of interpersonal violence, which is subdivided into ‘family and intimate partner violence’ and ‘community violence’. Four themes are adopted in this guide, which are: interpersonal violence as a whole; an ecological model to understand the causes, consequences and prevention of interpersonal violence; a public health approach for multisectoral prevention activities and violence prevention rather than crime prevention.
