This is a discussion paper by NCOSS (Council of Social Service of NSW) to look at how sustainability reporting can be enhanced by social performance reporting, to achieve a better integration between the government's fiscal and social justice aims. It proposes a social performance reporting strategy and framework called 'Social Results for NSW', to form as a central feature of government reporting. This model has a set of indicators to measure the performance of government against standards of social well-being that should be reported annually, with results made public. It aims to be useful in both evaluating results and ensuring indicators are linked to resources and actions within and across government agencies. Areas to be measured include: health (physical and mental); safety (in the home and in the community); care and support (child protection, community care, support for older people and for people with disability); economic security and financial hardship; education; housing; essential services; transport and connectivity; and resilience (social cohesion and participation). Potential benchmarks for safety include: reduction in domestic violence and improved support for victims; and reduction in sexual assault and improved support for victims. An overview of social performance reporting in other jurisdictions including the US and the UK is given. Recommendations for implementation are made.
