Of these, the Child Deaths Review Team (CDRT) conducted 21 case reviews of child deaths caused by abuse, neglect or suspicions of abuse and neglect. 19 children were reviewed concerning household risk factors. 18 of the nineteen children came from families which had carers with a history of domestic violence. Indeed, all of the children's families were characterized by either a history of domestic violence or a history of alcohol and drug abuse. Makes recommendations concerning improvements to the system's response to children at risk of harm, including recommendation 2 that states: The Department of Health, especially in relation to mental health services, maternity hospitals and emergency departments, and the Police Service, especially in relation to domestic violence, should increase staff awareness that their clients should not be treated in isolation, as adult problems can have a significant impact on their child's safety and welfare. |
