Notes:  This is the final report of the Australian Housing and Urban Research Institute project ‘Sustainable Tenancy for Indigenous Families: What Services and Policy Supports are Needed?’. The 2003 project sought to identify the major factors that initiate and sustain recurring homelessness among Indigenous families, especially Indigenous women and children, in both urban and remote areas.

The study identified the needs of Indigenous women and children in Cherbourg and Brisbane, Queensland, and in Darwin, the Northern Territory, in relation to factors affecting their ability to sustain tenancy. It also identified service providers’ views on what is needed to break the cycle of homelessness among this marginalised population.

The findings identified implications for policy and service supports for consideration by Governments and service agencies and, in particular, drew attention to the need to consult with the serviced community and to be sensitive to cultural differences.
