Overview: The UK Department of Communities and Local Government released this paper to help local authorities to set up an effective “sanctuary scheme”. The authors begin by defining and describing a sanctuary scheme as a victim-centred initiative which can help prevent homelessness, by enabling victims of domestic and family violence to remain in the family home while the perpetrator is made to leave. Emphasis in the paper is given to a requirement that victims are able to make the choice as to whether they remain in the home, that it is safe for them to do so and that the perpetrator does not live in the accommodation.

Discussion: The authors discuss the use of risk assessment and consideration of a range of other options accommodation options as part of the scheme. The authors describe the link that should operate effectively between sanctuary schemes and multi agency risk assessment conferences (MARACs). Case studies, legislative requirements and existing research are drawn on to discuss and outline the questions that should be examined by the authority before implementing a scheme. Specifications for buildings, modifications, security products and other measures are outlined and the issues of costs and funding are detailed, before some examples of successful sanctuary schemes are presented. The paper concludes by providing a list of contacts for further information and other resources, such as pricing lists and outcomes.
