Notes:  General Overview:This paper outlines available knowledge about child abuse and family violence in Indigenous communities and reports on proposals for preventing abuse and violence.

Discussion: This paper was prepared for the Western Australian Government Inquiry into Responses by Government Agencies to Complaints of Family Violence and Child Abuse in Aboriginal Communities. It reviews the literature on family violence and child abuse amongst Indigenous people in Western Australia. Topics considered include the prevalence of family violence and child abuse, causal factors, beliefs about gender and sexuality, research findings regarding mandatory reporting of child abuse and sexually transmitted infections, and best practice in government agency responses.

Barriers to best practice are considered, such as paternalism, inadequate services, too many inquiries, mistrust of police, justice and support services, worker trauma and conflict between child protection and family preservation. Proposed solutions include passing responsibility for Indigenous child welfare to the Indigenous community, a greater emphasis on collaboration and empowerment, community based alternatives to the criminal justice system for offenders and community based intervention models that are multidisciplinary and respect traditional law. Other suggestions include services to address substance abuse and program evaluation.

The paper outlines programs currently in operation, both in Australia and overseas.
