Notes:  General Overview: :This report aims to summarise what is known about levels of family violence in New Zealand based on national and regional surveys.

Discussion: :The authors were asked to provide a comprehensive review of what is known about the nature and scale of family violence in New Zealand, and to assess the quality of the evidence. They examined published and unpublished research, as well as administrative and service-based data collected by government and non-government agencies. The findings are summarised and the limitations of these information sources are outlined.

The report covers intimate partner violence, dating violence, child abuse and neglect, elder abuse and sibling abuse. The debates around gender symmetry in couples’ violence are highlighted. The report also considers the role of ethnicity and discusses trends in reports of family violence to the police.

The authors conclude that while the true extent of family violence is not yet known, some findings are reliable: that is, the widespread occurrence of family violence, the main characteristics of those more often victimised, the underlying social predictors, the overlap between victims and perpetrators of family violence and the trans-generational cycle of violence. They argue that resources may be better used in intervention and prevention rather than in trying to fill the remaining gaps in research.
