Notes:	"CEDAW Thematic Shadow Report 2003" The UK report addresses the Convention on the Elimination of all forms of Discrimination against Women (CEDAW). It suggests that the UK government is failing to meet standards of human rights protection and promotion with respect to women. It considers all gender-based violence to be connected as part of the international human rights framework. It is particularly concerned about women who suffer multiple forms of violence including disabled women, refugee and asylum-seeking women, immigrant women, and young girls. It finds that the separation of forms of gender-based violence in current policy means the complex needs of such women are rarely addressed. Some of its conclusions include: work on violence against women is fragmented across the UK ministries; domestic human rights framework has led to a policy focus on families and defendant’s rights at the expense of the right to live free of violence; there is a lack of Strategic Plan of Action; consistent lack of sanctions against violent men through low prosecutions, high attrition rates across offences of sexual assault, domestic violence, child sexual abuse, trafficking and prostitution.
