Notes:	This is a policy paper by SNAICC (Secretariat of National Aboriginal and Islander Child Care Inc.) on out-of-home care for Aboriginal and Torres Strait Islander children that is culturally strong, and provides security without adoptions and without the need for strict permanency planning rules. It includes a central role for foster carers in out-of-home care to maintain children’s connections with their Aboriginal or Torres Strait Islander family and community heritage; and recognises the strengths of Aboriginal and Torres Strait Islander family and kinship systems. The involvement of Aboriginal or Torres Strait Islander children with maintaining their family and community heritage, however, should never be seen as more important than the children’s safety. Out-of-home care is an alternative accommodation and care for children who need to be removed from their homes due to child protection concerns. It outlines what is a culturally safe model and also, what is a culturally damaging model. Recommendations are provided.
