Child protection referral and substantiation processes in Australia are explained and sources of data on child abuse and neglect, both nationally and internationally, are reviewed. Statistics on child deaths arising from abuse and neglect are presented and the short-, medium- and long-term consequences of abuse as highlighted in the literature are identified. The various approaches to estimating the cost of child abuse and neglect are considered and a national estimate is presented. ‘Costs’ are defined to include the short- and long-term ‘human’ costs to those abused, long-term social costs, costs of public intervention and the costs of community contributions.
