Notes:  This New Zealand (NZ) paper aims to bring the understanding of primary prevention of domestic violence in NZ into line with developments internationally; to consider how primary prevention of domestic violence can be effectively implemented in New Zealand; and to ensure people working in the community and government sectors understand what is distinctive about primary prevention.

The paper outlines key shifts in the evidence about domestic violence in international research and practice: that violence against women is predictable and preventable; that prevention can take place before violence has occurred (primary prevention), as well as afterwards; that primary prevention must challenge entrenched gender inequality; that primary prevention should consider sexual violence; that men and boys must become partners in primary prevention. The paper also considers how violence against women is increasingly considered from a public health perspective.
