Notes:  General Overview: This guide assists stakeholders to develop Program Improvement Plans for public child welfare programs in the United States. Its aim is to promote appropriate interventions to maximise safety and wellbeing for family members in domestic violence cases and to anticipate technical assistance needs.

Discussion: The guide outlines the impact of domestic violence on child well-being and safety. It was found that in cases of domestic violence, a child’s functioning and emotional well-being may be affected. The impact on the child depends upon a variety of factors. If the non-offending parent is in increased danger, the danger to the child also increases. Parenting practices and relationships make a difference.

The guide suggests ways to develop more effective improvement plans for child welfare programs. These include: analysing available domestic violence data or developing a capacity to do so; developing and implementing practice guidelines; and deepening domestic violence training.
