Abstract:  This discussion paper explores the development of a national outcomes framework for men's behaviour change programs (MBCPs) in Australia. It examines the challenges and conceptual issues related to defining and measuring outcomes in this field. The report highlights the limitations of current evaluation measures such as recidivism and program completion, proposing a more nuanced framework that includes systems-level outcomes and incorporates victim-survivor perspectives. Drawing on existing frameworks from Australia, the UK, and Europe, the paper advocates for a structured, consultative approach to outcomes development to enhance program effectiveness and accountability.
