Abstract: | This report, developed by the RMIT Centre for Innovative Justice and Stopping Family Violence Inc., explores the challenges and complexities of assessing and reporting behavioural change among individuals who use family and domestic violence (FDV). It examines the limitations of existing reporting mechanisms, particularly in relation to Men’s Behaviour Change Programs (MBCPs), and proposes the development of a framework of ‘proximal indicators’—early signs that may indicate a perpetrator's movement toward non-violence. The report discusses how courts and statutory bodies often rely on simplistic measures, such as program attendance, rather than more nuanced assessments of behavioural shifts. It offers recommendations for refining reporting practices, ensuring that risk assessments reflect meaningful progress rather than mere compliance with intervention programs. The framework aims to support more informed decision-making in the justice system while maintaining a victim-centred approach. |
